Why I'm Running

I have been married to my wife Mary Gilligan for more than 39 years and we have three grown children. Our family has always taken our civic responsibilities very seriously and we believe strongly in public service.

So naturally when I was first approached about entering this election, I sat with my family and discussed all aspects of this decision. We truly believe that I can make a difference and help the families of this District, for that reason I am a candidate in this election.

One thing that I am very passionate about is conduct. I want to stress this point very clearly, during my campaign I WILL NOT enter into any mud slinging, name calling or fault finding.  I will run my campaign strictly on my merits and tend to what is important to the families of this district and what I can do for them in that regard.

I am a optimist and a realist, and I fully realize that not all of the dreams, wishes and desires of every family of this district can be met and fulfilled, We must work together.  I promise that I will work as hard as humanly possible and with your support and assistance, the support of my family and the Grace of God to do the best job possible when you elect me House of Representatives District 54 Representative.

My home is open to the people of this district who want to meet with me and discuss this election or any problems concerning the District.

Thank You,

Philip Gilligan

Who I Am

I first answered the call to service in 1967 by joining the U.S. Army. I served in Vietnam and spent time as a military policeman before being honorably discharged in 1970. I am a disabled veteran. My public service career continued as I chose to enter law enforcement, joining the University of Illinois in 1970, followed by service as a police officer in the cities of Alton, IL, Carrollton, IL and Lockport, LA.

Over the years, I have continued to give of my time to organizations including the Lockport Junior Police Program, Louisiana Peace Officers Association, Lafourche Fire District 3 Association, Crimefighters of Louisiana, Traveling and Businessmen’s Organization, American Legion, the D.A.V. and the Jerusalem Shrine.

Entering private industry in 1977, I became a marine surveyor for a global organization gaining valuable experience in business until, in 1985, I became a business owner, founding P.E. Gilligan Marine Surveyors. I continue to provide marine surveying services to organizations worldwide today.

I served as Poseidon XXXIII and have many years in broadcasting on KLRZ, KLEB, KMRC, KAGY and KCIL.

In 1994, following a extended assignment in Central America, we leased a home in Valentine. In 1997, we purchased our home just north of the Intracoastal.
